Organic farming continues to expand in California and now includes more than 360 commodities, according to a new University of California report. The number of organic growers, acreage and farm gate sales revenue is reported by commodity, county, region and statewide in the new “Statistical Review of California Organic Agriculture, 2013-2016.” The data are collected from farms that register as organic with the California Department of Food and Agriculture.
“This report highlights the incredible diversity and abundance of organic crops being grown across so many different geographic regions in the state, which reflects California's leading role in this production sector,” said Houston Wilson, director of the new UC Organic Agriculture Institute.
“Dairies continue to lead by value of organic production,” said Rachael Goodhue, UC Davis professor of agricultural and resource economics and coauthor of the report.
The number of organic growers in California jumped from 2,089 in 2013 to 3,108 in 2016. The top 10 organic commodities for sales value in 2016 were cow milk, strawberries, carrots, wine grapes, table grapes, sweet potatoes, almonds, raspberries, salad mix, and chicken eggs.
“This review is critical to understand the changes in the fast-growing organic agriculture sector in the state where more than 50% of the nation's organic vegetables and fruits are produced,” said Joji Muramoto, UC Cooperative Extension organic production specialist at UC Santa Cruz and coauthor of the report. “It provides statistics of all organic commodities produced across the state as well as at county level. This is the primary reference to learn about the size, diversity, and trends of organic agriculture in the state.”
In 2016, California organic sales were $3.1 billion with an average of $1 million in sales per farm, but revenue varied widely among farms. For example, San Diego County had the most organic growers (313) in 2016, but Kern County's 47 organic farmers earned the most in total organic sales: $381 million on 49,727 acres, excluding pasture and rangeland, according to Muramoto.
“The average gross income of organic farms increased 14-fold from 1994 to 2016, reaching $1 million in 2016,” Muramoto said. “However, 77% of growers received less than $500,000 per year and 22% of growers who made $500,000 or more per year received 94% of the total gross sales, showing the income concentration among organic growers in the state.”
The statistical review of California's organic agriculture had been published since 1998 by the late Karen Klonsky, UC Cooperative Extension specialist, and her team after statistics for organic agriculture became available in 1992 as a result of the California Organic Food Act.
The last report published by Klonsky, who passed away in 2018, covered 2009-2012. All previous organic agriculture statistics reports can be accessed at https://aic.ucdavis.edu/research1/organic.html.
“This report of organic data continues the series of studies initiated by Karen Klonsky many years ago. It contains vital summary information for industry and policymakers as well as researchers,” said Goodhue.
Since the data collection began in 1994, the number of organic growers in California has increased 2.8-fold to 3,109 and the farm-level sales 40-fold to $3.1 billion in 2016.
“Accurate annual data on California organic crop production, acreage and value is critical to understanding the scale and scope of this growing agricultural sector,” said Wilson. “As the UC Organic Agriculture Institute begins to develop research and extension programs, it is important that we have a reliable way to assess the extent and geography of organic production as well as track changes over time.”
Muramoto, who became the UC Cooperative Extension organic production specialist in 2019, collaborated with Goodhue, Daniel Sumner, director of the UC Agricultural Issues Center and UC Davis professor of agricultural and resource economics; and UC Davis graduate student Hanlin Wei to produce the latest statistical review of California's organic agriculture.
More recent years are not included because the data collected by CDFA changed in 2017 and again in 2019 so they are not comparable to the data in this report. The coronavirus pandemic has disrupted life for everyone, with information about COVID-19 changing daily. For Californians who aren't fluent in English, obtaining reliable information is particularly difficult. Aparna Gazula, a University of California Cooperative Extension advisor who serves Santa Clara, San Benito and Santa Cruz counties, has been providing COVID-19-related information in Chinese and Spanish for immigrant Bay Area farmers.
In March, when restaurants shut down to curb the spread of the virus, many restaurants and wholesale produce markets cancelled produce orders placed with farmers. Language, cultural differences, low computer literacy and limited access to computers created barriers for small-scale, immigrant farmers in the Bay Area to quickly find new buyers for their perishable produce. Gazula introduced them to food banks, hoping they would accept the produce donations, but the food banks were not set up to pick up donations from small farmers.
Most small-scale farmers lack the financial capital to absorb the revenue shock. To help offset losses from unsold specialty crops, the UCCE advisor and Qi Zhou, the small farm program assistant specialist, have been helping Asian and Latino farmers complete English-language disaster aid applications.
“Since March, we have helped farmers apply for Covid-19-related farmer relief funds,” Gazula said. So far, she said, four of the 17 immigrant farmers who applied to the American Farmland Trust Farmer Relief Fund have received a total of $4,000, and 10 farmers of the 30 who applied to the California Family Farmer Emergency Fund received a total of $42,500.
Recently the U.S. Department of Agriculture expanded the list of specialty crops eligible for its Coronavirus Food Assistance Program to include bok choy, daikon and other vegetables with a deadline of Sept. 11. Communicating by phone and the app We Chat, Gazula and Zhou, who speaks Mandarin, notified local farmers, and advised them how to apply for the disaster funds. Zhou, USDA Natural Resources Conservation Service rangeland management specialist Ling He and another NRCS staff member assisted 64 farmers in completing applications over the past week.

“Most of my members don't understand English so they [UC Cooperative Extension] help, like for policy and safety,” Kuang said, providing information the growers can't find elsewhere in Chinese.”
When she was a girl, Gazula saw how hard farmers work to make a living off the land while spending summers and winter breaks at her grandparents' farm in India, where they grew rice, mung beans and chili peppers.
“Farmers are very hardworking people, and small farmers even more so as they manage everything on the farm,” said the small farms and specialty crops advisor. “Their grit, determination to succeed and hardworking spirit truly inspire me.”
“I'd like to help them be successful as much as I can,” she said, “be it research-based information to farm successfully or bilingual support to help them better navigate regulations or apply for grant funds.”
In addition to helping farmers apply for financial relief, Gazula alerted the farmers to shelter in place rules and is delivering COVID-19 safety information about masks, sanitation and social distancing requirements in Chinese and Spanish to them.
“We also helped farmers implement COVID-19-related protocols on their farms,” she said. “We are currently putting together 200 COVID-19 kits that will help farmers comply with worker health and safety-related protocols on their farms. The COVID-19 kits contain reusable masks, hand sanitizer, bilingual Cal OSHA guidelines for employers regarding COVID-19, and a resources sheet listing where to buy the enclosed items.”
When she's not involved in COVID-19 crisis communications, Gazula continues to conduct research on nitrogen uptake in bok choy and bell peppers and irrigation management. She collaborates with Linda Chu, Guo Ping Yuan, Han Qiang Kuang and other Santa Clara County growers who allow the farm advisor to study crops on their farms.
“They do research, like test irrigation systems for right amount of water for the crop and nutrition – fertilizer – for the crop. They do lot of things,” said Bob Kuang, of the Bay Area Chinese Growers Association, who provides land at his farm in Gilroy for UCCE studies.
Gazula also advises farmers on how to implement the Food Safety Modernization Act (FSMA) on their farms and fulfill irrigated land nitrogen reporting. Fines for not complying with regulations can threaten the economic sustainability of small family farms.
Although the majority of growers she works with regularly have limited English and need assistance filing reports to the government, others consult her for production information they can't get elsewhere for the specialty crops they grow. Farmers of Korean, Japanese, Indian and Vietnamese ancestry and others attend meetings to learn the latest research on Asian vegetables such as daikon radish, napa cabbage, bok choy, on choy and various Asian leafy mustard crops including gai choy and pea shoots.
Gazula, who joined UC Cooperative Extension in 2016, currently works with about 180 small-scale growers in San Benito and Santa Clara counties and hopes to expand her outreach to farmers in Santa Cruz County.
To help small farmers adapt to climate change, Gazula and Zhou partnered with UC Agriculture and Natural Resources' Healthy Soils Program staff and Santa Clara County Farm Bureau for technical assistance and held workshops during the winter. Zhou helped the farmers apply for grants from the California Department of Food and Agriculture's State Water Efficiency & Enhancement Program and Healthy Soils Program. The 22 farmers who received CDFA grants brought a total of $424,111 into Santa Clara County.
The outreach work UC Cooperative Extension does wouldn't be possible without the help of bilingual staff such as Zhou, the scientist Gazula hired with grant funds in September, and some translation support from partner organizations and growers as well.
“Relying on partners for translation support isn't practical,” Gazula explained. “Outreach is most effective when it is targeted. It's not just literally translating words, but translating the information the words convey. Because we provide outreach materials to comply with regulations, the language in these materials is very technical and it's important that the information is presented accurately. We also depend on relationships with the farmers to extend the information within their communities. Long-term, it's easier to do outreach with support from our own staff.”
Competition is stiff for money to serve non-English-speaking Californians because the state is home to so many immigrants with different needs. The majority of the grants she uses for outreach are for food safety. The local Open Space Authority, which promotes preserving land for open spaces, has also provided funds for small and beginning farmer outreach and education.
Gazula draws on the expertise of fellow UC Cooperative Extension farm advisors across the state. For example, she said, Richard Smith, who specializes in vegetable production, and Michael Cahn, who specializes in irrigation and water resources, are always willing to help, even though they are not assigned to serve Santa Clara County.
“Farmers already have tremendous challenges when it comes to being successful,” Gazula said. “I feel language barriers and lack of access to the same resources as fluent English-speaking growers shouldn't be the reason they can't farm successfully.”
How coronavirus is affecting the food supply

Because workers are typically in such close quarters, some are getting sick. The Centers for Disease Control and Prevention found 3 percent of workers in 100 meat processing plants have tested positive for the coronavirus, which, Sumner said, could mean the production won't be as robust as it used to be.
He said one of the bigger disruptions to the industry has been the impacts on cowboys and farmers who only provide one product.
“If you're a pig farmer, that's what you've got. The pigs are ready to go. So, everyday that you keep that hog, a 300 lb. hog, ready to go, you're losing money,” he said. “The same with cattle that are ready to go and there's no place to put them. That has shown in the price of cattle, and the price of hogs collapsing.”

Revised Budget Features Significant Cuts to Close $54 Billion Deficit

Several reductions have been proposed if the state does not receive sufficient funding from the federal government, such as a 10 percent reduction in support for the University of California system. The UC Office of the President, UC PATH, and the UC Division of Agriculture and Natural Resources (UC ANR) would experience a decrease of more than $34 million in funding. New initiatives that were highlighted in the January budget, including the nearly $170 million in general funds for supporting a five percent UC base increase, have been now been withdrawn. The revised budget also eliminates another $3.6 million that would have supported a five percent base increase for UC ANR.

…But while the supply of beef and pork in the U.S. has been down 10-15% in recent weeks, there is no long-term threat to the nation's meat supply, and already “it's creeping back up,” said Daniel A. Sumner, director of the University of California Agricultural Issues Center.
However, meat prices are also creeping up, and customers nationwide should expect their favorite cuts to be 10-20% more expensive than normal, Sumner added. In the Bay Area, the consumer price index for meat, poultry, fish and eggs rose 10.4% from February to April, according to the U.S. Bureau of Labor Statistics, compared to 5.5% for all types of groceries.
UCCE sounds alarm on looming insect threat

New UC studies outline costs of producing irrigated pasture in the Sierra Nevada foothills

University of California rice Extension specialist Bruce Linquist compared aqua-ammonia to a granular urea fertilizer and found both performed similarly in terms of yield and nitrogen uptake. "To get these results, you must make sure that the urea is applied to a dry soil before flooding and it be managed so that it gets incorporated below the soil surface before planting (or banded as you do with aqua)," writes Linquist in the UC Rice Blog.

…Glenda Humiston, vice president of the University of California's Division of Agriculture and Natural Resources, said the increased reliance on web-based working, communication and education emphasized the need for improved rural broadband internet service. The university is considering installing signal towers at its Cooperative Extension offices and facilities that growers can access for automated field work, she said.
“We've known for years that rural areas are not well served,” Humiston said. “California is a leader in emerging technology … but the reality is a big chunk of California is still underserved or unserved (by broadband).
“We are having some luck in developing public-private partnerships,” she said, “but the reality is public investment is going to be critical for this.”

Growers have traditionally relied on scouts to get the information they need to make decisions. But there are a couple of problems with that. First, the data gathered isn't always 100% reliable. Second, labor costs are rising – that is, if growers can even source the increasingly scarce labor they need.
Researchers at the Digital Agriculture Laboratory at the University of California, Davis, are trying to change that. Dr. Alireza Pourreza, a University of California Cooperative Education Specialist of Agricultural Mechanization, is leading a project to employ remote sensing for nutrient content detection in table grapes.
Potential for meat shortages may go away sooner than later

…To avoid meat hoarding, many grocers are limiting purchases. UC Davis Professor Daniel Sumner is a renowned agricultural economist.
"As consumers, we're probably gonna pay a little more and/or another way the stores will say, 'Well, we don't want to raise our prices too much, so you'll only buy two packages,'" said Professor Sumner.
Coronavirus has shut down numerous meat packing facilities causing a shortage. Beef, pork and chicken farmers are paying a huge price. "Those folks are in trouble because they've got big supplies that can't get processed," said Sumner. As closed plants slowly reopen to workers, it will not be business as usual.
"You give them their social distance at work, that means you have to slow down everything. You have fewer people on the line. It all goes slower," said Sumner.
To assure a reliable supply, much of the nation's wholesale meat is purchased far in advance of delivery at a price determined by the futures market. With tens of millions of layoffs, supply and demand are uncertain.
"So the slaughter people are saying, 'We're not gonna pay much for those pigs three or four months from now.' And the farmer says, 'Well, in that case, it's not worth putting a whole bunch of corn and soybeans in them,'" said Sumner.
… For now, this problem seems to be short-lived. "I certainly wouldn't encourage anyone to say, 'Well, we're running out of meat.' because we're not." said Professor Sumner.
COVID-19 exposes U.S. meat supply's dependence on a few large plants

…We've got plenty of cattle and hogs, but there's a hold-up slaughtering and butchering them with big plants shut down, says University of California, Davis, agricultural economist Dan Sumner.
“We're processing 20% or 30% less meat than we would have done a year ago,” Sumner said.
…But Sumner says industry consolidation hasn't made meat supplies more vulnerable to the virus.
“There's no particular reason to think that it's more likely to hit a large plant outside of Sioux Falls than 20 or 30 small plants circled around Sioux Falls,” he said.
Food Availability is ‘Not the Thing to Worry About' During Pandemic

Of all the issues that have arisen related to the coronavirus pandemic, food availability should not be a concern. Domestic agricultural production continues to progress, despite complications within the supply chain while it adjusts to market changes. However, Agricultural Economist at UC Davis Dan Sumner explained there may be concerns moving forward as it relates to consumer purchasing power and eating trends.
“Higher-end items will struggle. The ones that people eat as sort of a splurge, well there will be less of that going on. Whether that's eating out, food away from home, more people packing a sandwich rather than eating at the café, going out to dinner less often, those sorts of things,” Sumner told AgNet West. “Then on food at home; ‘less steak and more hamburger,' if I can put it that way.”

Pandemic And Wildfire: California Is Preparing For A Crisis Within A Crisis

But Ryan Tompkins, a forest advisor with the UC Cooperative Extension for Plumas, Sierra, and Lassen counties, says it's still early enough to prepare for wildfire with other tools like thinning and in some cases burning.
“It is really difficult because of the concerns about smoke and COVID, but sort of now is our chance to be prepared,” said Tompkins.
…“We know the agencies are going to have maybe limited capacity, limited resources, they're going to have other strains on their organizations while dealing with this crisis,” Tompkins said. “So, I think it emphasizes in a silver lining way that we all have a piece to play or a role to play.”
Susie Kocher, a forest adviser for the Lake Tahoe region with the UC Cooperative Extension, is concerned about a triple threat of COVID-19, wildfires, and power shutoffs.
“These two potential situations just could stack on top of the uncertainty of what people need to do,” she said.

New fungicide approved for Calif. tree nuts

… University of California, Riverside plant pathologist Jim Adaskaveg helped develop data to validate the efficacy of ManKocide for California tree nuts and says the product has advantages, including ease of use.
It is also highly effective against copper-resistant bacteria in California, Adaskaveg said in an email.
“The product has efficacy against the walnut blight and bacterial spot of almond pathogens and suppresses fire blight on pome fruit and bacterial blast on almond,” he said.

Dairy prices are regulated by the federal government and fluctuate on the Chicago Mercantile Exchange. So the price of large quantities of milk, cheese, whey and milk powder is set based on data from the prior month, Sumner said.
In January, milk traded at nearly 18 cents per pound and by March the amount fell nearly five cents. Sumner said this suggests there is a price shock to come in the summer.

Scientists Worry Agency Plan to Prevent Fires Could Do Opposite

As the climate changes, the effectiveness of fuels reductions projects and fuel breaks begins to fade, he said.
“Climate change seems to be priming the landscape for fires to ignite more easily, spread more easily, to burn hotter and larger—so all of these aspects of climate change would make one suspect that fuel breaks have a harder and harder time doing their job,” Moritz said.
The wildfire program is an “expensive large-scale experiment,” he said.
The real reason we're seeing more wildlife during the pandemic

Niamh Quinn, a human-wildlife interactions advisor with the University of California, thinks that rat populations may be increasing in New Orleans and elsewhere. That's because people are cooking, storing, and disposing of at home, drawing rats away from closed restaurants and toward residences.
…Quinn agrees. Late last year, she radio-collared five coyotes in Los Angeles for a research project. She says that her coyotes haven't changed their routines since the shelter-in-place order went into effect, staying in their respective territories, which include areas near a shopping mall and golf course. Quinn adds that while the number of coyotes reported in San Francisco on the Coyote Cacher website isn't unusual, they could be moving about during the day more. “People are just at home noticing more things,” she says. “Especially in California, we're not all spending five hours a day on the freeway [now], you know?”

California's truffle industry could be poised for growth if top hunter helps find path

… Her dining companion is a tall scientist with a gentle demeanor, Scott Oneto. Although he didn't command the attention of this room, his work could be key to whether truffle cultivation becomes big business in local farming, or just a flash in the (frying) pan.
Oneto, a sixth generation California farmer with a background in weed science, had to be coaxed into the project, according to O'Toole. Oneto said after a few years of requests, it took a much-needed sabbatical, at which he could “really dive into research” to catch him at the perfect point to start their (hopefully) fruitful collaboration.
An Aggie through-and-through, Oneto got both his bachelor's and master's degrees at UC Davis, and works for Agriculture and Natural Resources. ANR is an unsung arm of the University of California, with the mission to bring the latest in agricultural science to the California community. Oneto not only bridges the gap to farmers by translating academic science research into in-person workshops and handouts, he also tailors research to local needs.
“When I have a farmer or rancher who is presented with problems, whether it be a new pest, weed, pathogen, or the effects of climate change, we help them solve those problems so they can continue to be successful in agriculture,” Oneto said.
Humboldt Using Satellite Tech Against Illicit Cannabis

In fact, every available strategy is needed as California works to implement the “robust standards” that it envisions for cannabis cultivation. For one thing, growers who are willing to play by the rules still face competition from illicit operations. In 2019, sales of illegal cannabis products in California were expected to hit $8.7 billion, more than twice the total for legal sales.
“Larger producers have been able to navigate the system,” said Butsic. “Many smaller growers are going out of business or staying illegal.” Costs are also part of the equation. “The illegal market is competitive because legal marijuana is so expensive to produce under Prop. 64,” Dale Gieringer, director of Cal NORML, told The Los Angeles Times.

College farms still functioning amid shutdowns

…Most employees for the UC's Division of Agriculture and Natural Resources are working remotely during their normal business hours and visiting sites in person for essential duties such as feeding animals, officials said. All the UC Cooperative Extension's in-person seminars and workshops scheduled for April were cancelled.
At the research centers, UC leaders are considering which projects should continue and which ones could be postponed, said Mark Lagrimini, UCANR's vice provost of research and extension.
“With the research that can go forward, we're making sure that protection is provided for the workers and students,”Lagrimini said. “We do have staff out there working right now. We have over 500 projects going on. We're in the process of going through 500 projects and making sure they are all able to be conducted safely. It's a big job.
Empty grocery store shelves are troubling enough to California consumers who are accustomed to abundant supplies. To hear about farmers dumping milk, crushing eggs and plowing under crops when demand for food is strong just doesn't make sense to most consumers. Although the new coronavirus crisis has currently derailed the connection between supply and demand, “the food system in the United States is resilient and there is little reason for alarm about food availability,” write University of California agricultural economists.
Overall, neither food consumption nor the amount of food supplied by farms have changed much, they write in a new article published by UC's Giannini Foundation of Agricultural Economics. The authors explain that the sudden closure of schools, restaurants and other institutions, coupled with residents in many states sheltering in place to reduce the spread of COVID-19, has disrupted normal patterns of where people buy food.
“Price changes, surpluses and shortages along the food supply chain are likely the result of recent and temporary shocks to supply, demand or both,” said co-author Ellen Bruno, UC Cooperative Extension specialist in the Department of Agricultural and Resource Economics at UC Berkeley.
“On the demand side, we have seen customers shift to buying more food at the grocery store as restaurants and other food service businesses have closed. Plus, consumers have changed what they consume and stockpile during these times,” she said.
Initially, worried consumers stocked up on staples such as rice and pasta that store well. Then, with more free time, they started cooking at home and baking their own bread and pastries, buying up eggs, flour, sugar and other baking supplies.
“On the supply side, there are challenges in trying to rearrange production and packaging to service grocery stores, as opposed to restaurants, schools, etc. which often purchase items in different quantities,” Bruno said. “Plus, there are the obvious health concerns and potential disruptions due to the impact of the virus on the workers themselves.”
How quickly the food supply system will adapt to changing demand depends on the product, according to Bruno and her co-authors Richard J. Sexton, UC Davis professor, and Daniel A. Sumner, director of the UC Agricultural Issues Center and UC Davis professor, both in the Department of Agricultural & Resource Economics. Canned fruits and vegetables are often processed shortly after harvest and can be moved from storage to retail fairly quickly. To increase egg production, farmers have to add to the number of laying hens, which takes months. Many perishable produce items are planted, harvested, packed and shipped according to a precise schedule to replenish grocery store inventories “just in time” so farmers can't quickly increase the amount of fresh fruit and vegetables they supply.
Produce wholesalers who sell to food service have products and packaging specifically designed for that market. For example, packing plants that prepare large bulk salad packages for restaurants aren't set up to pack salad into retail-ready bags that require consumer labels. While adjustments were made, some fresh produce rotted or was plowed under.
After the COVID-19 disruption ends, the authors expect the food supply chain to evolve as the economy gradually recovers.
“In the longer term, even after restaurants and the food service industry are back and running, reduced incomes due to the recession will change our consumption patterns,” Bruno said. “Demand for food consumed at home doesn't change much with income, but demand for food at restaurants does. In many ways, food service and the growers that supply directly to food service will be hardest hit by all of this because they suffer both in the short run with mandatory closures and in the long run with an economic recession.”
Although it's uncertain how long the pandemic will last, the authors say Americans will have an adequate supply of safe, healthy food.
“Despite these disruptions, overall our food supply chain is robust and adaptable,” Bruno said. “Nothing in the underlying economics suggests that there will be a lack of food available.”
